Two storage tanks are nearby.  These are not boilers, which had tubes running through them.  I'm guessing they held water, but they seem to be much heavier than necessary, they possibly held steam, or helped separate the steam from the water?  Notice the old style method of construction, rivets.  The one on the right is still on it's concrete base.
